Needed to finish it

Current guideline matrices per program. These are the values deliberately not published on the product pages, because a stale matrix is worse than none.
Which calculators brokers actually want — DSCR, bank statement income, LTV.
Ownership: who updates these when a guideline changes.

Tracked in atlas.config.json under pendingFacts, so Atlas omits these from structured data rather than guessing.
